Who is this "Philly Girl"? Why people call her so? Jill Tracy Jacobs was born in Hammonton, New Jersey on June 3,1951. Later her family moved to Philadelphia metropolitan area. Once a girl from this area reaches teenage, she is considered as "Philly Girl"(a powerful girl from Philadelphia). Growing up in the Philadelphia metropolitan area gave her a partial Philadelphia accent and a lifelong interest in rooting for Philadelphia sports teams. She has been described as a " tough-cookie Philly Girl " . At the age of 15 she worked as a waitress at the Jersey store. She completed her degree at the age of 15. At the age of 19 she married Bill Stevenson(football player in Philadelphia sports team). After five years of married life she broke up with Stevenson and married Joe Biden(Former Vice President of United States) in 1977.
